In 2005, a bill was introduced to eliminate smoking in all public places in North Dakota. It was clear that the bill in that form would not pass the legislature, so a compromise was reached exempting bars. Many public health folks were not pleased with any compromise. Yet the passage of that compromise Bill 2300 protected at least 30,000 workers in the state from second-hand smoke. An initiated measure in 2012 completed the work by eliminating smoking in all public places. Many leaders felt the compromise in 2005 was a necessary step to achieve the long-term goal, despite the criticism they received (Goldsteen et al., 2014). As a health care leader in North Dakota, what would be the strategies used toconvince opponents of banning smoking in all public places in 2005? Please share strategies and justify strategy usage.
