New Federal Disaster Relief Act of 2020 provides federal money to communities and individuals who have suffered losses caused by natural disasters such as floods, earthquakes, and hurricane. The relief is available to applicants without any need to show a connection to interstate commerce or any other national concern. However, to be eligible for any of these funds under the Act the Congress has stipulated in the Act, as a way of preventing fraud, that the city inventories a particular neighborhood and documents the address and citizenship status of all residents of the neighborhood before any funds may be spent or procured. This is a time-consuming process and cities such as Houston are having a difficult time conforming to all the documentation requirements. Is the Act valid under the spending clause?
